Quality Assessment and Performance Improvement (QAPI)
Do you have a need to measure the qualitative characteristics of your health and social services programs?
QAPI, a web-based system, was designed and developed by Early Morning Software to allow the Center for Medicare & Medicaid Services to collect qualitative data from their healthcare providers, i.e. hospitals and nursing facilities. QAPI can be adapted for use in measuring the performance of other social, health, and public service programs.
QAPI automates the data collection, review, evaluation and scoring of quality and program performance standards. The Center for Medicine has the ability to review the questionnaire and approve its evaluation.
EMS provided all of the SDLC services on this project. EMS developed the requirements, conducted technology benchmarks,
developed the internet strategy, implemented the web security plan, and assisted CMS with the installation of the
QAPI System. EMS developed the application in compliance with Section 508 guidelines and tested with JAWS and IBM
HomePage readers to ensure compliance
The development and execution of the project was based on the integrated EMS' proprietary QUEST SDLC methodology
and CMS' methodologies. The SDLC activities performed under this task were in accordance with the CMS IT Architecture.
Structured techniques were used to complete all life cycle phases.
EMS worked with other CMS' contractors during the course of the project and provided training to the trainers. EMS also provided a thorough knowledge transfer to CMS personnel. In addition, EMS provided detailed requirements documents, design document, test plans & scripts, operating procedures, database scripts and source code to facilitate the maintenance. EMS with the aid of its proven, repeatable project management and SDLC methodologies completed the task as per schedule and within budget.
